You assign these permissions in Financial under Security → Groups → select a group → Permissions (set Allow/Deny per permission).
Controls whether a user on a task sees all users' work logs or only their own.
With the permission, the work log list on the task shows all users' entries.
Without the permission, the list is filtered to the user's own entries.
This controls what is shown on the list in the user interface.
These permissions control whether a setup screen is shown.
Access task types — controls whether the setup screen for task types is shown.
Access task states — controls whether the setup screen for task states is shown.
Administrators get these permissions by default.
Allow vs. Deny: An explicit Deny wins over an inherited Allow.
